Dubai Introduces New Shared Housing Rules for Tenants and Landlords
Dubai has introduced clearer regulations for shared housing, with new requirements covering property locations, occupancy limits, bedroom space, facilities and safety standards. The framework aims to make shared accommodation more organised and ensure that properties meet the applicable planning and building requirements.
More Than 44 Areas Approved for Shared Housing
According to the report, more than 44 areas have been approved for shared housing in Dubai. These include Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga.
Residents and landlords should check whether a property is located in an approved area before entering into a shared housing arrangement.
Different Rules for Families and Individuals
The new framework distinguishes between individual accommodation and family accommodation. A building or villa designated for shared housing must be assigned to one of these categories rather than mixing both arrangements.
Individual shared accommodation will not be permitted on certain major tourism and commercial roads, including Baniyas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road. Family sharing may be permitted at these locations, subject to the applicable requirements.
Minimum Bedroom Space and Bathroom Requirements
The guide specifies a minimum bedroom area of 5 square metres per occupant. Family accommodation must provide each family with a separate bedroom and its own en-suite bathroom.
The report also states that at least one complete bathroom must be available for every four occupants. A complete bathroom includes a washbasin, toilet and shower.
Shared Facilities and Safety Standards
Properties must provide appropriate facilities according to the accommodation type and number of residents. These may include kitchens, dining and recreation areas, laundry facilities and clothes-drying spaces.
Shared housing properties must also meet applicable safety requirements, including fire alarm and firefighting standards set by Dubai Civil Defence and CCTV requirements associated with the Security Industry Regulatory Agency (SIRA).
Permit Requirements and Compliance Deadline
Existing buildings and villas used for shared housing have a compliance period running from September 8, 2026, to September 8, 2027. Owners and property management companies are expected to bring their properties into line with the applicable framework during this period.
However, the grace period does not remove the obligation to address unauthorised changes of use, building violations or conditions that pose public safety risks.
A shared housing permit is required, with applications and renewals available through the Build in Dubai platform, according to the report.
What Tenants Should Check
Before renting a room or shared property, residents should check whether the location is approved, whether the property is designated for individual or family accommodation, whether occupancy limits are being followed and whether the required permit and facilities are in place.
The new framework establishes clearer responsibilities for landlords and property managers while providing residents with more defined standards for shared accommodation.
