Umm Al Quwain has introduced new laws and a decree aimed at regulating vehicle parking, encouraging public-private partnerships and protecting the financial interests of minors.
Sheikh Saud bin Rashid Al Mualla, Supreme Council Member and Ruler of Umm Al Quwain, issued two laws and one Emiri Decree in 2026 to establish a legal framework for these areas.
New Law Regulates Vehicle Parking
Law No. 5 of 2026 regulates vehicle parking across the emirate. The law covers public and private parking facilities, parking areas within real estate developments and other locations designated by the competent authority.
The measure aims to establish rules for managing parking facilities and bring relevant parking areas under a defined regulatory framework.
Public-Private Partnership Law
Law No. 4 of 2026 introduces regulations for partnerships between the public and private sectors in Umm Al Quwain.
The law aims to support the emirate's development by encouraging private-sector participation in development projects. It also seeks to attract investment from national, regional and international investors across various fields.
The legal framework is intended to help organise cooperation between government entities and private businesses.
Committee Established to Manage Minors' Funds
Decree No. 3 of 2026 establishes the Endowment and Funds Management Committee for Minors and Those Under Their Status in Umm Al Quwain.
The committee aims to protect, preserve, manage and invest the funds of minors and individuals covered by the decree in ways that serve their interests.
Its work will be carried out in accordance with the decree, applicable personal status legislation and the principles of Islamic Sharia.
Three Measures Introduced in 2026
Together, the new measures address parking regulation, economic development and the protection of financial assets belonging to minors and other eligible individuals.
The laws establish regulatory frameworks intended to support orderly administration, encourage investment and safeguard the interests of people whose funds require appropriate management.
